Over Texas
Every two years we let the Texas
legislature
get together to see what they are going to do next. Many
years
ago Ann Richards promised us that the lottery money would be dedicated
to education. Wrong. This year its House Bill 1.
There were actually some good provisions in HB1, for instance the $2500
increase in base pay for new teachers. There are two other
provisions in HB1 I'm keeping track of. Section 2.07 and 2.08
are
of particular interest.
These provisions transfer
responsibility for school district financial accounting from the
collected staff of the State Board of Education directly to the
Commissioner of Education. The second part of this tasks the
Commissioner to issue a report to the state the benefits of providing
financial accounting software state-wide.
